Regulatory and Legislative Update
Andrew Sabolic, Assistant Director, will update the attendees on significant regulatory and legislative changes impacting Florida’s workers’ compensation system including workers’ compensation bills filed during the 2019 legislative session. Pursuant to 440.13(12), Florida Statutes, the Three-Member Panel’s legislative and regulatory recommendations surrounding fee schedules, medical authorization, facility charges, and telehealth will be analyzed. Lastly, he will discuss other relevant administrative rule activity and various Division projects.

Opportunities for Industry Improvement
This session outlines the roles of the Division during the life of a workers’ compensation claim. The presenters will provide data and findings related to audit outcomes (s. 440.525, F.S.), best-practices of top performing carriers, demonstrate impacts of regulatory activities (69L-24, F.A.C. and 69L-56, F.A.C.), and deliver statistics and trends from previous fiscal years.

Understanding the “New” Medical Reimbursement Dispute Process
An update on recent rulemaking activity in the workers’ compensation medical arena is the purpose of this session. The update will relate to:

  • Medical Billing and Reporting Rule (69L-7.710-7.750,69L-8.071 – 8.074)
  • Reimbursement Manual updates (69L-7.020, 69L-7.100, 69L- 7.501)
  • Reimbursement Dispute Rule (69L-31)
